The article aims to investigate the disputes involving agents from the journalistic and the political fields regarding the dispute over the control of public visibility. We consider as a case study the coverage provided by the O Povo newspaper about the Facebook page of Cid Gomes, the former governor of Ceará (2007-2014). By using Content Analysis, the empirical section investigates 67 journalistic texts covering Gomes' posts in order to verify (i) the degree of relevance and (ii) the type of content published on the fanpage that achieved the newspaper's attention. The results show that O Povo ignored most of the publications in which Gomes seeks to build a positive image of himself. At the same time, the publication tries to maintain its agenda-building power by associating the fanpage to informality and controversy.

Com o intuito de investigar em que medida agentes do campo jornalístico e do campo político disputam o controle da esfera de visibilidade pública, o artigo examina a cobertura do jornal O Povo sobre a fanpage do ex-governador do Ceará (2007-2014), Cid Gomes. Por meio de Análise de Conteúdo, a seção empírica investiga 67 textos jornalísticos que trataram das postagens do então mandatário, verificando-se (i) o grau de relevância dos posts na construção das pautas e (ii) o tipo de conteúdo da fanpage que o periódico costuma repercutir. Conclui-se que O Povo ignorou a maioria das publicações nas quais Cid procurou construir uma imagem positiva de si. Além disso, a publicação relaciona a fanpage à informalidade e à polêmica, buscando manter o poder de agendamento do Jornalismo.

This paper examines a relevant part of the Brazilian scientific production in Political Communication in order to assess the epistemological and methodological advances and flaws that have featured this area of expertise. The argument is divided into four parts. In the first one, we discuss different theoretical questions, ranging from the imprecision in the definition of objects and categories of research to a persistent conceptual outdatedness. Next, the text focuses on some of the most common methodological options found in empirical studies present in the field, diagnosing the predominance of a descriptive emphasis. The third section reflects on the consequences of the burdens previously pointed out: for example, research findings that tend to overestimate media effects. We conclude our argument by addressing some suggestions that may help to solve part of the problems here outlined.

Este trabalho examina o perfil de parte relevante da produção científica da área de Comunicação e Política no Brasil a fim de elaborar um balanço acerca dos avanços e dos entraves epistemológicos e metodológicos comuns às abordagens investigativas mais recorrentes no país. O argumento está dividido em quatro partes. Na primeira delas, discutem-se problemas de fundo teórico, apontando-se desde a imprecisão na definição dos objetos até certa desatualização conceitual. Em seguida, a proposta se debruça sobre as falhas que caracterizam algumas das opções metodológicas mais empregadas em pesquisas da área. A terceira seção avalia as consequências dos estorvos anteriormente verificados, mencionando-se, por exemplo, a tendência a elaborar generalizações equivocadas sobre os efeitos políticos da mídia. O texto é encerrado com um tópico disposto a endereçar sugestões que podem colaborar na resolução de parte dos problemas aqui tratados.

Introduction: The article aims to investigate the convergencies and divergencies between politicians and media consultants who worked for the PT (Workers’ Party) campaign in the 2012 elections. Our main hipothesis is: Notwithstanding the increasing professionalism of electoral campaigns and the refined expertise of communication professionals, the divergences between political consultants and politicians show the subordination of the first ones, since politicians maintain the role of stablishing campaign guidelines.
Methods: Our methodology comprehends literature review and semi-structured interviews with four of the most important agents involved in the campaign for Fortaleza’s City Mayor. The interviews were structured in order to cover the following issues: 1) the professionalization of political campaigns; 2) the candidate’s image-building; 3) the participation of the former Brazilian president Lula in the local campaign; and 4) the image of the Workers’ Party in the 2012 elections.
Results: We concluded that there in the election analyzed there was a partial convergence of ideas between the politicians and media consultants regarding the campaign strategies. The political context and the professional trajectory of the communication consultants interviewed have straight influence in the elaboration of the strategies adopted over the campaign.
Discussion: Moreover, the article contributes to the literature once in Brazil it is rare to find works which focus on understanding the campaign’s “backstage”, highlighting the internal conflicts between the political and communication core of the campaign. In addition, the methodological debate about the use of interviews as a more appropriate technique for obtaining information points to the need to improve the use of qualitative methods in Political Science.

Text in Portuguese. Abstract in English: The article examines if and how the collaborative edition of Wikipedia entries can foster public debates. We assessed the argumentative disputes which took place between January and December 2012 on three entries: Celso Russomanno, Fernando Haddad, and José Serra (the main candidates who ran to be the new São Paulo city mayor in that year). Our results point out that the electoral context influences the deliberative nature of the discussions held among Wikipedia editors, since the purpose of informing the users based on the principle of neutrality competes with the intention of ideologically convince their counterparts.

Abstract in English: Once the Journalism is one of the main agents responsible for building social reality, this article has as objective to examine how the newspaper O Povo covered the issue “Public Security” between 2011 and 2013, when Cid Gomes served as Ceará’s State Governor. Our hypothesis is that the points of view stated by official sources are privileged in the daily coverage of the newspaper O Povo on Public Security. The empirical corpus is composed of 25 informative articles which privileged the Executive Power as the main source. Our intention is to investigate whether (and to what extent) the official versions are
questioned by the newspapers or by its journalists. Through content analysis, it is possible to point out that the coverage is regularly limited to the statements offered by state authorities.

Text in Portuguese. Abstract in English: Wikipedia is a collaborative system in which multiple agents can participate by writing or editing articles. Nevertheless, although the encyclopedia’s principles defend the neutrality of the information available in it, the changes made in order to benefit or to harm political actors’ reputation are usual. This article has as main objective to understand how during the campaign to elect the mayor of São Paulo city in 2012 users have accessed articles related to the three leading candidates – Russomanno, Haddad and Serra – and have edited them. We consider the period from 2008 to 2012 as a reference to explore variables such as the page view indices and the number of editions provided by frequent users. It was concluded that the intensification of the political battle during the election period affects the number of access to such articles, their editions, and the nature of the interaction between registered editors.

This paper examines the difficulties faced by government projects aimed at fostering citizens political participation by using the Internet. After presenting the participatory tools found on two institutional Web sites (the Brazilian Presidency and the House of Representatives), I examine how the constraints pointed out by a relevant part of the literature in e participation are reflected in such initiatives. Promoting online participation needs more than providing communication resources, since civic culture and other issues are still key factors in influencing our patterns of political involvement. A participatory use of digital tools depends more on circumstances, such as institutional willingness, than on technical mechanisms available.

This paper aims to examine how political conversations take place on the digital discursive tools offered as part of the Digital Participatory Budget (OPD) in Belo Horizonte (Brazil). The authors propose an analytical model based on deliberative theories in order to investigate the discussions over this participatory program. The main sample consists of the messages posted by the users (n=375) on the commentaries section. The results show that reciprocity and reflexivity among interlocutors are rare; however, the respect among the participants and the justification levels in several arguments were high during the discussion. The authors conclude that, even in a situation in which there is no empowerment of the digital tools, the internet can effectively provide environments to enhance a qualified discursive exchange. In spite of low levels of deliberativeness, the case study shows that there are important gains concerning social learning among the participants.

Abstract in English: The article examines some of the key arguments that involve the issue of "digital divide" in order to evaluate the limits that such a problem poses to on-line democracy projects. First, one discusses the conceptual transformations and interpretations concerning the idea of digital divide. Then the text presents the different types of inequality identified by several authors (such as the technical, individual, and geographic factors). Next, one studies the effects of the digital divide on the experiences of on-line democracy. We conclude that the issue of digital divide (a) need more than government policies to be properly addressed; (b) depends on contextual factors; (c) and that from a epistemological point of view this is a constantly moving concept.

Abstract in English: By studying 38 pieces published on Folha.com website, this article examines the process of transformation of Demóstenes Torres' public image carried out by part of the Brazilian press. Such a process began after accusations of corruption that emerged in 2012. The investigation pointed out that his previous public image (as a representative who defended citizens against condemnable political behaviors) turned into a completely different one. One believes that such a conclusion reinforces the idea that public images are fluid and the role of journalism as one of the main image's builders.

"Title in English: Twitter, Elections and Local Power. Text in Portuguese. Abstract in English: An important part of the studies on Media and Democracy over the last years have emphasized the Internet as an electoral tool. However, few investigations have been devoted to study the influence of the Internet in campaigns that prioritize only a specific range of citizens – such as those candidates running for city councils. The aim of the paper is to understand – highlighting a quantitative analysis – how Fortaleza's council members used Twitter between July and November 2012. It was found a direct correlation between the amount of tweets published and the number of followers attracted by some users. However, many of the candidates remained uninterested in using Twitter as part of its strategy of political communication.

"Title in English: Political Journalism and Public Image: Dilma Rousseff and the O Estado de S. Paulo's Editorials. Text in Portuguese. Abstract in English: One knows that representatives’ public image built by Journalism is a factor that influences citizens’ political preferences. This article investigates the frames adopted by the O Estado de S. Paulo newspaper regarding president Dilma Rousseff and her government’s image. We considered 24 editorials puslished in different months and weeks of 2012. Three main issues were identified: Economics, Politics and Social Agenda. Although Journalism is not the only factor able to compose a politician’s public image, the importance of attaining a positive visibility cannot be dismissed, especially for products which have credibility before the audience.

""Title in English: Political participation and the deliberativa model of democracy. Text in Portuguese. Abstract in English: This paper discusses the premises of the deliberative model of democracy as they address the issue of political participation. We attempt to clarify what political participation means for those who use this model, while at the same time looking at some of the major critiques that have been directed toward it. Through a review of an important part of the literature, and without losing sight of earlier systematizations of democratic theory, three fundamental conditions for engendering participation according to this discursive model are pointed to: political institutions should create and offer citizens opportunities to participate in public input; improvement in people's socio-economic condition must be made; attention should be given to particular principles that have consistent regulatory influence on the interactions and arguments in question. This is followed by attention to the criticisms raised and flaws detected by deliberationism's detractors. At the end of the text, a summary of the strengths and weaknesses of the model is presented, along with a discussion of the problem of participation in contemporary democracies.

Abstract in English: This paper aims to identify some of the contemporary transformations in Brazilian online campaigns by analyzing three factors: (1) the new possibilities of providing political information, (2) the availability of mechanisms for participation and (3) the use of tools directed to improve accountability in electoral contexts. Paradoxically, such transformations have proven to be a kind of trend that directs how consultants manage online campaigns. In this sense, once the candidates – in case they wish to legitimize their political positions before their electorate – watch themselves being forced to offer the users abundant political information, as well as mechanisms of intervention and accountability, we consider this scenario and stand by the idea that improvement demands aimed at democracy as a whole end up being transferred to deputation candidates themselves.

Este livro tem a intenção de contribuir para o aperfeiçoamento dos estudos em Comunicação e Democracia no Brasil. Mais especificamente, a proposta é examinar as atribuições participativas que Estado e sociedade conferem à Internet. A obra foi dividida em três partes. A Parte I do livro é denominada “Participação Política e Internet: Conceitos Fundamentais” A Parte II se chama “Sistema Político, Participação e Internet”. A Parte III, por sua vez, tem como título “Esfera Civil, Participação e Internet”. A obra congrega os trabalhos que vêm sendo produzidos, nos últimos anos, pelos integrantes de dois grupos de pesquisa brasileiros empenhados em investigar fenômenos concernentes à democracia, à comunicação e à participação política: (1) o Grupo de Pesquisa em Mídia e Esfera Pública (EME/UFMG), coordenado pela Dra. Rousiley C. M. Maia (Professora Associada da Universidade Federal de Minas Gerais); e (2) o Grupo de Pesquisa em Comunicação, Internet e Democracia (UFBA), coordenado pelo Dr. Wilson Gomes (Professor Titular da Faculdade de Comunicação da Universidade Federal da Bahia). Estas duas equipes mantêm estreita cooperação desde 2005, oficialmente apoiada pela CAPES através do Programa de Cooperação Acadêmica (PROCAD).

Based on the findings already described in our previous projects, the objective of the research here proposed is to elaborate an overview of (a) the main theoretical aspects and (b) the practical initiatives and applications that characterize the phenomenon of online communication as a tool and as an environment aimed to improve political transparency. Since studies in the area of Digital Democracy are find themselves in a more mature stage compared to what we had in the mid-2000s, it is fundamental to deepen the understanding of agendas and principles that have not yet been properly explored in the Brazilian case. This approach allows adopting a theoretical-methodological perspective that can be able to measure, for example, the influence of regulatory frameworks and political culture on e-Transparency projects, emphasizing a comparative dimension. Since the case studies proposed here (a set of Executive, Legislative and Judicial bodies, operating at the municipal, state and federal levels) comprise distinct branches of the Republic (with distinguishable purposes, structures and willingness to develop mechanisms of digital transparency), the following hypotheses are presented: H1) There are substantially different patterns of adoption of digital media by state institutions regarding e-Transparency; H2) The disclosure of such information is unequal both by the managers' political interests and by organizational and bureaucratic elements typical of each instance; H3) Inside each administrative instance, there is a dispute between agents from the political field/elected representatives and career employees/officials about how much it should be revealed to the public (observing the legal limits, of course); H4) Population size and degree of socioeconomic development are associated with the sophistication gradient of e-Transparency resources in each case examined; H5) Legislation is a fundamental element that constrains institutions and agents of public administration to adopt e-Transparency mechanisms. Through documental (norms published by different instances that integrate the bureaucratic structure of the State), bibliographical (updated literature on the conceptual and empirical stage), and legislative (current legal framework and proposals being processed within the Legislative Branch) researches; by collecting data from different experiences of e-Transparency (encompassing the design and the comprehensiveness of the tools); by aggregating variables from the databases of IPEA and IBGE (socio-political/ demographic/economic information on each locality covered by the e-Transparency initiative, in order to compare the variables); and through interviews with Congressmen and managing authorities, we aim to consider the data necessary for analysis through quantitative and qualitative techniques. This will make feasible to understand the means and ways of using online political communication resources, as well as to collaborate (as a mechanism of transferring results) to improve democratic practices by strengthening social control of the public administration.

"Title in English: Political participation on the internet: A study on how Brazilian political institutions offer citizens opportunities for political participation. Text available in Portuguese only. Abstract in English available: This study examines the opportunities of political participation offered by institutions of the Brazilian state to the citizens through digital communication. First, different perspectives in democratic theory are presented to address the question of citizens’ political participation; later, one reflects on the importance of citizens' participation as a factor for legitimizing contemporary democracies. Once one realizes the separation between citizens and representatives' political role, the thesis discusses the need for reform in certain points of institutional design of the democratic state. This reform is necessary in order to redefine the manner in which citizens participate in the political world. This work then proposes the adoption of participatory mechanisms able to provide information, motivation and channels of political influence for citizens in the political realm. The mass media are key in the process via highlighting important values associated with democracy as well as promoting decision-making processes that encourage citizens' participation. When looking specifically at the role of the Internet in democracy, this thesis argues that it is necessary to provide ways to correct certain problems in democracy; therefore, one details a model for resources that will encourage participation in the digital environment. Further, the thesis examines how the Brazilian House of Representatives and the Brazilian Presidency employ digital mechanisms to improve citizen's political involvement. The main factors affecting the willingness of these institutions to use the digital tools and the consequences that may arise from those already used are examined. The thesis concludes that the digital media should be used in order to help resolve some difficulties afflicting the contemporary democratic process. The development and adoption of digital mechanisms for participation, although encouraged, must be seen as only one part of a broader project to incorporate

and new technologies of communication and information, its potentialities, problems and perspectives. To admit that new technologies of communication revolutionize democracy is not only to adhere to a triunfalist perspective. It implies, also, in accepting that democracy have some lacks that compromise its superiority while government form. On the other hand, to deny the potential of these technologies for concerting different ways of political manifestation, inclusively from the civil sphere, is not a satisfactory view. One examine five class of manifest phenomena in the thelematics nets with implications in the political field: Electronic Government, Electronic Vote, Digital Activism, Parties and Campaign in a Digital Age and Virtual Public Sphere. The central hypothesis comprises that democracy has in the Internet a complementar channel to foster the participation of citizens and to conform spaces of debate and information, besides indicating changes in the relations between institutional agents (government and partisan clubs) and civil sphere.
